To be concerned by the penalties, metal-plastic fibers must be present as internal disruptive and not as external diruptors. In other words, as long as the small part containing these fibers can be "isolated" and cut off in order to recycle the main part of the product, the product is not subject to penalties.
Nevertheless, as a more global matter, if a pattern with metal-plastic fibres/yarns is placed on the product at several places, the multiples occurrences make this disruptor internal, so the product is subject to penalties.
However, coatings/primers that give the product a metallic appearance are not subject to penalties.
